Method
- Heat the vegetable oil in a 6-quart Dutch oven over medium-high heat.
- Season the beef with the kosher salt and black pepper.
- Brown the beef in batches on all sides, about 5 minutes per batch.
- Transfer the beef to a plate.
- Add the onion and celery to the pot and cook over medium heat, stirring occasionally, until softened, about 5 minutes.
- Stir in the garlic and tomato paste and cook for 1 minute.
- Add the beef broth, water, bay leaves, and thyme, scraping up any browned bits.
- Return the beef and its juices to the pot.
- Bring the soup to a boil.
- Cover and simmer over low heat until the beef is nearly tender, 1 hour 15 minutes to 1 hour 30 minutes.
- Stir in the barley and carrots.
- Cover and simmer until the barley is tender and the beef is fork-tender, 35 to 45 minutes.
- Remove the bay leaves.
- Stir in the Worcestershire sauce and parsley.
- Serve.
Notes
Brown the beef in batches without crowding the pot for better browning. Refrigerate leftovers for 3 to 4 days or freeze them for up to 3 months. For a gluten-free variation, replace the pearl barley with an equal amount of rinsed rice and cook until tender.
